The Vanuatu Primary Producers Authority (VPPA) was established, with the passing of the Vanuatu Primary Producers Authority Act No. 18 of 2018, by Parliament in 2018. The purposes of the Act include:

1. Establishing a Vanuatu Primary Producers Authority and its associated forums
2. Enabling Vanuatu primary producers to register their primary product groups with the Authority
3. Enabling Vanuatu primary producers to collaborate on matters critical to the development and advancement of the Vanuatu’s primary production sector
4. to provide for the funding of the Authority, and its activities
